I usually draw a quick sketch of the character before doing the artwork on PC. I uploaded the original sketch for Luffy in case you are curious
I don't use the sketch beyond figuring out the pose of the character and the details to include to make the character (hopefully) recognizable.
Once I have a sketch that I like I just re-create the artwork directly using vector primitives in PaintShopPro XI.
